The proposed development at 3009 Roblin Boulevard includes a mix of multi-family residential, commercial, and leisure amenities to serve both the needs of the surrounding community and the larger city of Winnipeg. The density of development is modest and in scale with the neighbouring single-family housing to the north and west. Buildings have been envisioned to maximize the useable public and private landscaped outdoor amenity spaces with landscaping that follows a “development within a park” theme as a significant feature, reinforcing the parklike setting of the site and surrounding residential area.
Arthur Atlas Properties and Development Inc, led by Paul Taylor, is spearheading this project. The site is Paul’s childhood home and the location of the beloved Assiniboine Valley Railway, built and operated by his late father. Paul is committed to honoring his family’s legacy and creating a development thematically based upon the Assiniboine Valley Railway to create a lasting, positive impact in the community.
The project is expected to be completed in three phases, each with a different focus but unified by the inclusion of green space:
Phase 1 – Three, one-storey commercial buildings (2,342 sm/25,200 sqft) and 84 parking stalls that front onto Roblin Boulevard to keep traffic at the front of the site.
Phase 2 – A three-storey, 7640 sm (82,200 sqft) 82-unit residential project, with one and two-bedroom suites organized in a “U” shape around a large outdoor courtyard on the site’s west side. The development caters to people who want to remain in the community or enjoy a property that is next to the Assiniboine Park and Forest. Walkways and bike paths are included through this extensively landscaped site because 60% of the parking is below grade. feature.
Phase 3 – A Nordic-style spa approximately 1,400 sm (15,000 sqft) with both indoor and outdoor spa facilities organized within a fenced enclosure. The spa extends the courtyard concept of the residential project by organizing the main building and the smaller spa out-buildings and restaurant around the perimeter of the site. A 2.1 m (7 ft) high fence defines the outdoor pools and relaxation areas, while providing security and privacy for the spa patrons. Parking is provided to the north of the spa in a landscaped surface parking lot with perimeter and island trees to break up the overall impact of the parking lot surface area.
The intended overall design of the site is to conceal or minimize parking by placing it underground or by spreading it across the site in smaller landscaped areas. The large courtyards and playground space open up the middle of the site, creating generous landscaped spaces defined by the buildings. The intention is to create a development within a park-like setting that provides needed services and amenities to the community, while also maintaining the natural qualities of the site.
